REPORTING/BANNING

Only the Admin and the Moderator has the right to BANNED a USER or REPORT a Topic.
For example, you saw something or someone disobey the RULES,
if it is a POST/TOPIC : on the upper right of it you will see the link REPORT and then immediately lock the topic.
and then,
if it is a person: PM the admin of the moderator that someone has disobey the rules. State what rule they disobey and immediately send it.

The admins and Moderators Will take actions with it.

ako nag spam ng spam pero tatlo lang ha
may 1st warning bah??
tapus 2nd warning
3rd un na ang time na e banned
..
or
pag ng spam banned agad.. ??

lets make it like this...
5 spams -- 1st warning
10 spams -- 2nd warning
13 spams -- 3rd Warning
15 Spams -- Banned..

because we need to consult the other memebers for their opinions.
